Earth Architecture Program 2017 (Thierry Joffroy):

Earth Architecture program in 2017 which was inaugurated in February 2008 during the "10th International Conference on the Study and Conservation of Earthen Architectural Heritage" in Bamako, Mali, has been defined in close collaboration between the World Heritage UNESCO World and CRATerre-ENSAG. It will be developed in partnership with the International Scientific Committee on Architectural Heritage specializes in the land of ICOMOS (ISCEAH), ICCROM, the Ecole du Patrimoine Africain (EPA) of Benin, the Centre for Development of Heritage in Africa (CHDA ) CERKAS Morocco, and other national institutions in charge of heritage and the institutions attached to World Heritage sites. This new global program established as an extension of Africa 2009 ATHAR with the program, but also in connection with the programs of the World Heritage Centre to prepare for risks and climate change. It extends the African experience of the last 10 years in Arab countries, to Asia to Latin America to Europe to you. The program objectives are:

- To develop methods and techniques designed to improve the sustainability of conservation and management of different types of earthen architectural heritage on the List of World Heritage and / or included on the Tentative Lists of States Parties;

- To ensure wider dissemination of good practices for a specific application on the property protected under the World Heritage Convention, without excluding a wider application to improve the living conditions of communities and contribute to the poverty reduction.

The main guidelines include:

- Development of pilot projects on an extensive selection of sites in the world heritage list;

- The establishment of cooperation agreements with States Parties on the development of conservation activities and research on the preservation of earthen architecture;

- The establishment of a series of activities to address specific topics or types;

- Contribution to sustainable development, social, economic, cultural, and poverty reduction;

- Participation of local communities and in particular of women in the program;

- Capacity building of regional institutions in the world;

- The gradual transfer of responsibilities for program management at the regional level, taking into consideration the fundamental role of scientific research and expertise of the UNESCO Chair Earthen Architecture & sustainable development pilot CRATerre-ENSAG.

In scientific research, such as training and projects within the next quadriennaldéveloppera a pilot phase (2009-2010) in Africa and the Arab countries, and a consolidation phase (2011-2014) in Latin America and Central Asia . Research activities to be launched, managed and accompanied, in the next four will cover include:

- Scientific research laboratory on raw materials, stabilization and moisture migration (related to the program on the subject and materials of the theme No. 2);

- Applied research on site to improve conservation practices, and documentation (inventories, multidisciplinary studies);

- Experimenting with prototypes and other innovative methods;

- Organization of scientific seminars with themes of researchers, site managers and conservation specialists of earthen architecture.

6 - adequacy of human and financial resources of the unit with the project

6.1. Policy animation unit

The inauguration of the new research unit AE & CC, implies an evolution of governance in order to bring the project, its implementation and monitoring. This is to set up a steering device while maintaining a global management-specific research team constitutive unit.

The establishment of a management unit shared between two teachers rank professor from each of the constituent laboratories of the unit, accompanied by a vice-principal of these two entities, two teachers also rank teacher can to consider the establishment of a steering committee of the research unit that fulfills the mission of governance of science policy and project and follows their implementation as well as being a decision-making body and control.

It is envisaged that the steering committee be expanded to a scientific committee comprising the heads of three major research themes of the Unit: Habitat, Heritage and Materials.

The executive committee of the unit ensures the proper management of human resources in relation to the establishment in respect of the staff (teachers, researchers). Management personnel or contracted employees of both teams making up the unit is provided to each team by the director or an executive with an administrative system adapted 13.

Follow-up meetings are held regularly projects 14. Working groups on specific project-specific, will be meeting at the initiative of the heads of three major research themes, as required.

A program of research seminars 15 has just begun to allow researchers of the unit to present their projects, their progress, and feed the internal trade and scientific debate within the unit. Doctoral students are invited to join in these seminars.

Doctoral research is the responsibility of teachers HDR that may require support from other teachers and doctors and researchers of the unit according to their competence or expertise in investment research. The use of external expertise may be required.

A comprehensive management information on all activities of the unit is set up to capitalize on data relevant to all forms of recovery: assessment reports, bibliography of works, list of events and other activities developed production document management, etc..

Permanent monitoring of information on scientific events in France, Europe or abroad, and the tendering of scientific projects at national, European and international researchers will be positioned in accordance with the Committee towards unity animating science policy in the determination of financial means of support and / or hardware to be given, or procedures in connection with the institution (International Relations Committee), and opportunities to respond to calls for offers and mobilizations needed.

6.2. The prospective analysis and long-term needs and skills required for scientific and technical changes identified

The composition of the new research unit AE & CC, such as team teaching the master who is now named the same 16 allows an expansion of disciplines, scientific and professional skills to address the development of the scientific project and teaching of the unit according to the three main areas and themes: Habitat, Heritage and Materials. The association of teachers and researchers in science and technical architecture (architects, structural engineer and mechanical energy engineer, engineers, materials) and the field of social sciences (sociology, urban planning, anthropology, archeology, history and art history) makes it possible to develop a new interdisciplinary or multidisciplinary scientific approach on several projects supported by the unit. This mutation should promote better scientific position on the various scales of the scientific project and the deployment of basic research, R & D, action research, and experimentation: of matter and materials in architecture, architecture in the city and the territory of the city. The next four will consolidate this change scientist with the previous four-year commitment that requires primarily a consolidation of the status of contract staff by seeking to obtain other items of research engineers and supporting the candidacy of teachers associated with unit recruitment in the national competition.

The financing plan for the next four-year plans to extend the previous financial year. It is based on both subsidies provided by the MCC units DAPA Research ENSAG, the member schools of the GIP Grands Ateliers de l'Isle d'Abeau whose master CC & EI benefits, training specialist DSA-Terre, on other grants of Ministerial Directions (MCC MEEDDM), foundations, and many contracts signed with 17 donors and private, at national, European and international, for development of basic research projects "situated" action research, R & D or training. Maintaining financial resources to match what has been possible until now, generated by the unit members with the project development and in response to calls for tenders, must be guaranteed even increased in order to generate own resources that the unit intends to invest include better support the development of research themes and scientific value. It is envisaged to focus on the assembly of larger projects, particularly in connection with the European Union and international organizations (large NGOs), to position itself more on national competitive bidding on the theme of housing and the urban planning eco-friendly (DAPA, other departments). In this same area is a major focus of the development of science policy unit, mounting the financing scheme is directed towards the search for resources that the environment of the industry and businesses, and local authorities, would able to provide. These should particularly benefit the doctoral research as is the case 18. Development over the next four-year project "City of Sustainable Construction", linked to the Grands Ateliers, should be in favor of opening the industrial environment and also generate resources for research and innovation in this area and materials. In the field of heritage, the financing plan is linked to the support of the World Heritage Centre of UNESCO, cultural institutions, partners, and an important driving business expertise.
